Training Workshop on “Public-Private Partnerships (PPP) Project Management in Cambodia” Block 3 Under Capacity Building Program

On February 2024, the Ministry of Economy and Finance (MEF) organized a training workshop on “Public-Private Partnerships (PPP) Project Management in Cambodia” Block 3 presided over by H.E. Meas Soksensan, Secretary of State of the MEF, on behalf of H.E. Akka Pundit Sopheacha Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, with the participation of representatives of relevant line ministries of the Government of the Kingdom of Cambodia (GKC) involved in PPP projects, representatives of the General Departments of the MEF, representatives of Partnerships for Infrastructure (P4I) of the Australian Government and representatives of the Australian Embassy in Cambodia.

The Secretary of State highly praised that the training was conducted with full support of the Australian Government through P4I program team to share, disseminate and train the PPP project cycle, Law on PPP, Standard Operating Procedures (SOP) for PPP projects and the framework for full implementation of PPP projects to the management and leaders of government civil servants in charge of matters related to public investment projects through PPP mechanism, acting as a key player in direct involvement in project implementation in line ministries of the GKC in order to raise awareness and support the development and implementation of PPP projects in the Kingdom of Cambodia with effectiveness and high efficiency for the benefit of economic and social development.

In addition, the Secretary of State also highlighted to participants of the workshop that this training course is part of the Capacity Building Plan (CBP) for PPP mechanism in Cambodia with technical assistance of the Australian Government under P4I Program based on actual need assessment for PPP mechanism in Cambodia. This CBP was developed by P4I team in detail, covering all aspects of the PPP project cycle, and was subjected to a series of follow-up meetings to review, revise and comment in accordance with the Law on Public-Private Partnerships, the regulations of the Kingdom of Cambodia, and international best practice.

The CBP has three blocks, and based on the achievements of the 1 block and 2 block of the training, the MEF, in collaboration with P4I, has continued to implement the CBP for block 3 training and achieving the successful results as planned. The block 3 of the training is divided into two levels, with a half-day Strategic Leader Level conducted on February 28th 2024 at Sofitel Phnom Penh Phokeethra Hotel and a two days Project Manager Level on February 29th to March 1st 2024, at Sofitel Phnom Penh Phokeethra Hotel, and the completion of the block 3 training will require an exam on March 1st 2024, in order to get certificate of attendance.

Finally, the Secretary of State expressed his deep gratitude for the participation and appreciation for the attention on knowledge and took advantage on this valuable opportunity to discuss and exchange experiences deeply on the topics of each curriculum. The Secretary of State also highlighted the cooperation between the MEF with P4I team to organize the further training and workshop in accordance with the CBP for PPP mechanism in Cambodia.
