Panel of Consulting Firms (IDC Panel)

Background

The General Department of Public-Private Partnership (GDPPP) is responsible for the selection of consulting firms to be shortlisted in the Panel of Consulting Firms under Indefinite Delivery Contracts for PPP Projects (IDC Panel). The selection process is undertaken through the Quality Based Selection (QBS) method in accordance with the Law on PPPs and the Standard Operating Procedure for PPP Projects (SOP for PPP Projects).

The QBS selection process involves a thorough evaluation of the consulting firms' technical expertise, experiences, and qualifications against a set of evaluation criteria which was formulated in compliance with international best practice. The evaluation process is transparent and objective, ensuring that the selection of consulting firms is centered on their qualifications and experiences.

The consulting firms in the IDC Panel is retained under Indefinite Delivery Contracts (IDCs) for a duration of three (03) years without any commitment on the part of the Ministry of Economy and Finance. Only those consultant firms selected for the IDC Panel will be eligible to participate in the selection of the Transaction Advisors for PPP Projects. The IDC Panel could be updated on a periodical basis to include more consulting firms or exclude current consulting firms, based on the firms’ performances and needs of the GDPPP.

From the IDC Panel, a firm/consortium/JV is selected for the PPP project preparation and transaction support under a call-down assignment. Selection in this stage is made on a competitive basis, using appropriate method to evaluate the firms’ technical and financial proposals in response to a specific Term of Reference for the project. After the evaluation process, the concerned Implementing Agency (IA) then signs a call-down assignment contract with the selected firm/consortium/JV for that specific assignment.
