On December 22nd, 2023, the Ministry of Economy and Finance (MEF) held the 3rd Dissemination Workshop on “Law on Public-Private Partnerships (PPP) and Standard Operating Procedures (SOP) for Public-Private Partnerships Projects” at the Hyatt Regency Phnom Penh hotel, presided over by His Excellency Meas Soksensan, Secretary of State of the Ministry of Economy and Finance, representing His Excellency Akka Pundit Sapheacha Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance to enhance wider awareness of the PPP framework in Cambodia among relevant ministries and institutions of the Government of the Kingdom of Cambodia, as well as Development Partners, financial institutions, consulting firms, law firms, insurance companies, and other representatives of the private sector. This Dissemination Workshop program also consists of arrangement of the panel discussion on the “PPP Project in Transport Sector in Cambodia”, with participations from relevant key stakeholders.
Today’s workshop aims to disseminate and provide better understanding on the PPP framework to the ministry and institutional leaders as well as government officials responsible for decision making roles related to public investment projects through PPP mechanism, particularly onthe procedures and requirements on the implementation of PPP Projects in Cambodia in a transparent, efficient and accountable manner, in accordance with the Pentagonal Strategy- Phase 1, set out by the Government of the Kingdom of Cambodia, under the leadership of Samdech Moha Borvor Thipadei Prime Minister of the Kingdom of Cambodia with the objective to strengthen the partnership between Public and Private Sector to support Cambodia’s economic diversification and growth.
The Law on PPPs aims to promote the implementation and management public infrastructure projects and provision of public services through the PPP mechanism in Cambodia, which has been prepared comprehensively to compliment and supplement the Law on Investment of Cambodia, on the provision on investment incentives and to other relevant rules and regulations. The PPP framework has widely recognized and praise by relevant partners including the Asian Development Bank (ADB), World Bank, the International Monetary Funds (IMF), the P4I of the Australian government, United Nations Capital Development Fund (UNCDF) and international consulting companies. Additionally, the SOP for PPP Projects will contribute to the establishment of a strong framework for the management of PPP mechanisms in Cambodia through strategies to strengthen the capacity of ministries, institutions and clear management procedures that are effective, efficient, sustainable, transparent, accountable, and fair for the benefit of social and economic development of Cambodia.
