On May 21st, 2024 at 9:00 am, the Ministry of Economy and Finance (MEF) held the 4th Dissemination Workshop on “Law on Public-Private Partnerships (PPP) and Standard Operating Procedures (SOP) for Public-Private Partnerships Projects” at the Sokha Phnom Penh Hotel, presided over by His Excellency Meas Soksensan, Secretary of State of the Ministry of Economy and Finance, representing His Excellency Akka Pundit Sapheacha Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance. This 4th Dissemination Workshop was attended by 200 participants from relevant ministries and institutions of the Government of the Kingdom of Cambodia, development partners, financial institutions, consulting firms in public investment, law firms, insurance companies, and other representatives of the private sector. Additionally, the 4th Dissemination Workshop included Panel Discussion on ‘The Kampot International Tourism Port Project through the Public-Private Partnerships’ with the General Department of Public-Private Partnerships as moderator and key stakeholders in the sector as panelists. On this occasion, the Ministry of Economy and Finance has prepared and announced the publication of the Lexicon for the PPP, translated in both the Khmer and English language, to define key words and terminologies stated in the Law on PPP and SOP for PPP Projects.
On this occasion, H.E. Meas Soksensan noted that this is the fourth time that the Ministry of Economy and Finance has organized a Dissemination Workshop on the Law on PPP and SOP for PPP Projects, aimed at promoting understanding and implementation of PPP framework for responsible ministries and relevant stakeholders that is effective and in accordance with the Pentagonal Strategy - Phase 1 launched by the Royal Government of Cambodia under the leadership of the Samdech Moha Borvor Thipadei Prime Minister of the Kingdom of Cambodia in order to strengthen public-private partnerships in support of Cambodia's diversification and economic growth.
H.E Secretary of State mentioned that the PPP framework is comprehensive and has received high praised from the Royal Government for its goal of enhancing the management of the PPP mechanism in the implementation of public infrastructure projects and public service projects in Cambodia. The Law on PPP was drafted in consideration of complementing with the Law on Investment and other established legal frameworks.
H.E Secretary of State also continued that the General Department of Public-Private Partnerships has previously organized successfully, 3 dissemination workshops on the law and SOPs at all stages of the PPP project cycle. The first dissemination was held on November 28th, 2022, the second dissemination on April 25th, 2023, and the third dissemination on December 22nd, 2023. To continue promoting the understanding of the PPP mechanism and its implementation, the MEF will organize additional dissemination workshops in 2024 to disseminate widely to officials and leaders in charge of matters related to public investment.
H.E Secretary of State emphasized that the law and SOPs for PPP will contribute the strengthening of PPP management framework in Cambodia and urged all stakeholders to continue pursuing their knowledge on PPP to contribute to the strengthening of the PPP framework in Cambodia.
